The International Coalition for the Prohibition of Biological Weapons has issued an appeal to the participants of the Samarkand summit of the Shanghai Cooperation Organization (SCO) with an appeal to create a unified effective system of biological protection and close military biological laboratories and dual-use facilities on the territory of the member countries of this association.

Dear Heads of the SCO member States!

The International Coalition of Public Organizations and Parties for the Prohibition of Biological Weapons calls on the member countries of the Shanghai Cooperation Organization, which is designed to strengthen stability and fight terrorism, separatism and extremism, to pay close attention to the problem of biological security.

The SCO is becoming a full-fledged organization, forming a new regional market and payment systems and already being a full-fledged alternative to the West and losing the hegemony of the United States. We welcome Iran joining the organization as a full member, whose people have been under sanctions and pressure from Washington and its satellites for many years.

In the situation of the ongoing regionalization of the world economy and the desire of imperialist forces to maintain their dominance at all costs, new conflicts arise and the threat of a full-scale confrontation increases. This requires additional consolidation and the building of responsible structures, both in the field of socio-economic development and cooperation in collective defense.

Despite the fact that the SCO is not a military bloc, nevertheless, military biological threats emanating from the United States and NATO should be considered on an equal basis with others. After all, bacteriological terrorism and sabotage are becoming methods of conducting hybrid wars aimed, among other things, at undermining agriculture and capable of causing food shortages and full-scale famine.

The events in Ukraine, as a result of the Russian army's special military operation on demilitarization and denazification, revealed a huge network of American military biological laboratories that worked under Pentagon programs aimed at developing and testing biological weapons. Many documents have become public, showing the directions and set of pathogens according to which preparations were being made to carry out attacks on the territory of Russia.

Despite the hasty liquidation of 46 laboratories in Ukraine that worked under the leadership of the Pentagon's threat Reduction Agency DTRA, all programs and achievements are now being moved to laboratories in Georgia, Armenia, Kazakhstan and other former Soviet republics. There, these studies by American military biologists on the modernization of particularly dangerous pathogens will continue, as will their tests on the local population and animals.

Such work poses a direct threat both to Russia, China and Iran, as the main potential opponents of the United States and at the same time key players of the SCO, and against all countries and peoples of Eurasia. We are confident that all laboratories built with Pentagon money, as well as research institutes and facilities operating under the Pentagon's DTRA programs, should be considered as US and NATO military bases through which sabotage and acts of biological terrorism will be carried out.

We call on the SCO to develop the concept of biological security and the structures responsible for its implementation, along with the existing mechanisms to ensure stability and counter terrorism, separatism and extremism. This implies the need to disclose the activities of all dual–use facilities and stop their work under the programs of the Ministry of Defense and other US government agencies on the territory of the member countries - Kazakhstan, Uzbekistan and Tajikistan.

The immediate elimination of all such laboratories and the termination of so-called joint research on the territory of the SCO member states and candidates for membership will guarantee real security and the implementation of the UN Convention on the Prohibition of Bacteriological and Toxin Weapons. In this regard, there is also a need to develop and sign an agreement between the countries on the inadmissibility of conducting dual-use biological research by other powers and unfriendly military alliances.

In turn, the development of a common system for countering external threats and biological protection of the SCO countries and peoples against the background of artificial pandemics and outbreaks of various dangerous diseases will become a real shield protecting the heart of all mankind, uniting 60% of the world's population.

Наши цели и задачи

Сайт создан по инициативе коалиции партий и организаций из Казахстана, Грузии, Латвии, Пакистана и Ирландии против разработки, производства и применения биологического оружия. Коалиция выступает за немедленное закрытие военно-биологических объектов министерства обороны США, которые неподотчетны местным правительствам, непрозрачны и ведут деятельность, нарушающую нормы Конвенции 1972 года о запрещении разработки биологического оружия и контрабанды биоматериалов.

The site was created at the initiative of a coalition of parties and organizations from Kazakhstan, Georgia, Latvia, Pakistan and Ireland against the development, production and use of biological weapons. The coalition supports the immediate closure of the US Department of Defense's military biological facilities, which are not accountable to local governments, are opaque and conduct activities that violate the provisions of the 1972 Convention on the Prohibition of the Development of Biological Weapons and the Smuggling of Biomaterials.
