Report by Ainur Kurmanov, Co-chairman of the Socialist Movement of Kazakhstan at the conference "Strengthening the threat of the use of biological weapons by NATO against the background of aggravation of international contradictions".

The situation with the discussion of the biological weapon threat posed by the United States and NATO has changed in different variations since last year. Since now this is no longer some marginal topic or some kind of conspiracy theory. In fact, as a result of the hearings of the parties to the Convention on the Prohibition of Biological and Toxin Weapons in September and December last year, many facts of collecting biological materials, conducting dual-purpose research, testing and experimenting on citizens of Ukraine and former Soviet republics were revealed.

Representatives of the Russian delegation presented a great number of evidence and documents at these hearings. In the course of the hearing on verification of The Convention on the Non-Proliferation of Biological Weapons in Geneva the U.S. military acknowledged carrying out biological experiments in Ukraine on low-income citizens and patients of psychiatric asylums. As we know, another experimental category for carrying out the so-called "studies" were the servicemen of the Armed Forces of Ukraine, which is proved by many documents. Some of them died or remained disabled. At the same time, pathogens and research results were then exported from 46 laboratories on the territory of Ukraine to the USA and other centers located in the EU.

But the very fact that the employees of the threat reduction agency DTRA at the Pentagon admitted conducting tests on low-income citizens and the mentally ill was a real bombshell and showed everyone the absolute cynicism of the US military and political leadership. Perhaps this was the most striking episode not only at these hearings, but also in the long history of compliance with the BTWC Convention. Yes, they were pushed to the wall by the revelations and the result of investigations conducted by Russian officers of the Chemical, biological, radiological and nuclear defence (CBRN defence troops, but in the end, however, the US party did not even bother and noticed that sending samples of pathogenic biomaterials to America, including data from experiments on Ukrainian citizens, "... was infrequent...".

At the same time, at the hearings, where the Russian party presented copies of real documents and physical evidence of such studies, the American delegation did not give any definite answer to any of the twenty questions asked. Nothing was said by the Pentagon staff about appalling cases of violating the norms of the storage of dangerous biological agents, as well as where the strains of dangerous pathogens accumulated since 2008 under the projects "Yu-Pi" and "Tep" have gone.

After all, during this time, research and testing were carried out in laboratories on the territory of Ukraine within the framework of 19 projects on such combat pathogens as Congo-Crimean hemorrhagic fever, hantaviruses, anthrax and tularemia and infections aimed at undermining agriculture, such as African and classical swine fever, Newcastle disease. Experiments were conducted on pathogens of diseases that had never existed on the territory of the former Soviet republics.

As a result of the hearings, neither Ukraine nor the United States presented convincing evidence that cooperation helped to improve the sanitary and epidemiological situation, which has steadily deteriorated over the past 15 years. It was not possible to find out from the Americans and their satellites from Ukraine why the documentary evidence of all these tests was destroyed, as well as for what purposes they transformed Turkish UAVs (unmanned aireal vehicle) and equipped them with aerosol spraying systems with a capacity of over 20 liters.
Moreover, the Kiev side simply refused to answer all the questions raised, stating that "... this is not a court, and we are not under cross-examination...".

Something else is noteworthy. Despite the fact that the topic is extremely important and threatens the lives and health of billions of people on the planet, representatives of as few as 89 countries out of 184 States that signed the Convention took part in the hearings themselves. Out of these, only diplomats and military personnel from 43 countries spoke, with their opinions almost equally divided.
However, if the delegations of 22 states supported Russia's position, then among the 21 countries-supporters of the United States and Ukraine there was no unity. As a result, at the hearings on the compliance with the BTWC, a neutral report was adopted, not binding the United States to do anything.

That is, as a result of the September and December hearings, the parties were unable to adopt final resolutions and form mechanisms to monitor the implementation of the BTWC. All the proposals of Russia and China on the creation of special structures were rejected by NATO countries and the United States. This shows the crisis and the inability of the UN to develop solutions aimed at curbing the testing, production and proliferation of weapons of mass destruction in the situation of the changed configuration of forces after the collapse of the USSR, the socialist camp and the Warsaw Pact.
 
Such a position of Washington shows that the BTWC will not be recognised by the Pentagon in the future. Moreover, the United States defiantly shows with this gesture that they have conducted and are conducting these experiments on residents of dependent countries, and will continue to do so in the post-Soviet space. At the same time, there was not even a single word of condemnation from representatives of the countries of the "democratic world", who fully agreed with the United States and NATO on this issue.

This is not surprising, since the EU countries themselves, which are members of NATO, also participate in various joint "research programs" on the territory of the former USSR, in particular, in Georgia, Armenia and Kazakhstan. There is also a threat of transferring those research programs and projects from Ukraine to these former Soviet republics, as well as to the countries of Eastern Europe and Southeast Asia, for example, to the Philippines. It can be proved by the transportation of equipment, pathogens and the arrival of American military biologists, companies and specialists who worked in Ukraine.

That is, in fact, is a manifestation of the former colonial policy of the Western imperialists, who decided to defeat their opponents with biological weapons, first of all Russia and China, defeating global competitors and thus reducing the world's population. Therefore, proceeding from the current situation, it is necessary to prepare for full-scale biological attacks and sabotage by the United States and its allies. 

Such acts of sabotage are already being committed in the form of agrarian terrorism as a result of the spread of Atypical swine fever (ASF), outbreaks of bubonic plague, brucellosis, foot-and-mouth disease, anthrax, modified diseases of agricultural plants, which have already been noted in the South Caucasus, North Caucasus, Central Asia and Mongolia. A number of these diseases are transmitted to humans, but also cause damage to livestock and agriculture, which can exacerbate the food crisis and even cause famine in entire regions.

As an alternative, it is necessary to consider the possibility of creating structures for monitoring the implementation of the BTWC and creating a unified system for ensuring biological safety within the framework of the Shanghai Cooperation Organization (SCO).
Therefore, it is absolutely for good reason - we, the representatives of the International Coalition for the Prohibition of Biological Weapons, consisting of representatives of parties and movements of ten countries, had appealed to the heads of the SCO member states before the Samarkand summit in September last year with a call to create a unified system of biological security.

This also implies the need to disclose the activities of all dual–purpose facilities and stop their work under the programs of the Ministry of Defense and other US government agencies on the territory of the member countries - Kazakhstan, Uzbekistan and Tajikistan.
Most likely, such a general system of countering external threats and biological protection of the SCO countries and peoples amid the threat of artificial pandemics and outbreaks of various dangerous diseases will have to be done sooner or later. After all, it will be necessary to build a shield to protect more than half of the world's population from aggressive plans in order to eradicate this infection in the face of American laboratories over the vast territory of the post-Soviet space.

It is also important to launch the work of the Coordinating Council for Ensuring Biological Safety under the CSTO (Collective sec treaty org) and the Radiation, Chemical and Biological Protection Service (CBRN). Moreover, the closure of laboratories operating under Pentagon programs in the member countries is also an urgent requirement. This is particularly important because of the fact that in the south of Kazakhstan, a BSL-4 laboratory of the highest degree of biological danger with an underground storage of the most dangerous pathogens from around the world is being built with the money of the US Department of Defense.

It must be understood that the development of a network of facilities, the construction of new laboratories of different levels of protection, the collection of particularly dangerous pathogens from around the world and their modification in laboratory conditions is a way to ensure the superiority of the United States and NATO in this type of weapons.

At the same time, the US doctrine provides for the launch of offensive biological warfare. And the laboratory development of modernized or enhanced pathogens of known diseases resistant to medicines and vaccines, as well as the creation of new artificial bacteria species, is a proof of preparations for the subsequent massive use of accumulated stocks of deadly ammunition.

At the same time, the nature of the use of biological weapons has changed. If during the Korean War, sabotage against Cuba, Vietnam and the Indo-Chinese countries during the Cold War, typical pathogens were used as offensive biological agents, now there is a risk of spreading the pathogens disguised as outbreaks of local diseases.

Therefore, in a situation of increasing threat of large-scale use of biological and toxin weapons and the allocation of additional funds for the development and production of new types of them, there is an urgent need to increase our efforts, further development of our international coalition to ban research in this area, attract new participants and find allies among different parties, movements and associations.

Educational and propaganda work is also needed among leftists, workers, and even anti-war and anti-imperialist organizations and movements, since there is a great misunderstanding and underestimation of the threat posed by this activity of the United States and NATO. After all, the last pandemic Covid-19 has already shown the failure of the healthcare system destroyed by capitalist reforms in most countries.

In this regard, many millions of people may die or become disabled from toxic pathogens, especially in third world countries that are not fully provided with vaccines and medicines. And it is the use of biological and toxin weapons that determine the so-called hybrid war by other means. 

To counteract this threat of offensive biological warfare, it is necessary to create a permanent common information network, organize hearings, conduct information campaigns and hold actions in those republics and countries where such dual-use research is conducted within the framework of programs, as well as in the imperialist powers that are customers. That is, constant systematic work is needed for the development of the international movement in order to effectively combat such imperialist plans.
