Statement of the Coalition for the Prohibition of Biological Weapons on the discovery of the development and production of biological weapons in Ukraine

As a result of the ongoing special operation in Ukraine, secret documents were discovered on the emergency elimination of traces of the military biological program being implemented, funded by the US Pentagon. Employees of Ukrainian biological laboratories handed over documents ordering the immediate destruction of especially dangerous pathogens of plague, anthrax and other particularly dangerous diseases on February 24.

At the moment, a network of more than 30 American biological laboratories has been identified in Ukraine, working within the framework of the Pentagon's military biological programs. So, laboratories in Lviv worked with the causative agents of plague and anthrax, in Kharkov and Poltava - diphtheria and dysentery. And this is not yet a complete list of studies that have been conducted on the territory of this country.

These documents were made public the other day by the press service of the Ministry of Defense of the Russian Federation, as a result of which US Deputy Secretary of State for Political Affairs Victoria Nuland, during a speech at a hearing in the Senate Foreign Affairs Committee of the Congress on March 9, was forced to admit the presence of certain "research facilities". According to her, the Americans are doing everything now so that the results of their work do not end up in the wrong hands.

But details of the UP-4 research program using migrating migratory birds have already become known in order to use them as containers for the transfer of modernized pathogens of the most dangerous diseases, in particular H-5 N-1 influenza, the mortality rate from which reaches 50%, to the territory of Russia and Eastern Europe. This method of biological weapons proliferation is the most reckless and irresponsible, as it does not allow controlling the further development of the situation.

In addition, documentation of P-781 studies was found, where bats were considered as a carrier of deadly biological weapons. American military biologists have been working to study bacterial and viral pathogens that can be transmitted from bats to humans. These are pathogens of plague, leptospirosis, brucellosis, as well as coronaviruses and filoviruses.

At the same time, the Georgian Lugar Center participated in similar projects in cooperation with the Virginia Polytechnic Institute and the US Geological Survey. They also actively studied the Congo-Crimean fever and Hanto viruses in Ukraine as part of the UP-8 project, which clearly refutes the US claims that only Ukrainian scientists work in the Pentagon biolabs. It turns out that, on the contrary, all important studies took place under the direct supervision of specialists from the USA.

The US military also worked with insects, as well as with many species of animals, and samples of pathogens were transported to the EU and the USA. Thus, 140 containers with ectoparasites of bats - fleas and ticks - were transferred abroad from the laboratory in Kharkiv alone. It is noteworthy that such activities resemble what Japanese militarists did in the occupied territory of China in the 40s in the 741 detachment.

At the same time, American and German military biologists were working on the genetic material of the inhabitants of Ukraine belonging to Slavic ethnic groups, which indicates that they are developing bioagents that act selectively and are capable of hitting specific national groups.
Now all the developments, documentation and pathogens are being exported by the Americans from Ukraine, and the remaining equipment and biomass reserves are being hastily destroyed. All this is done in order to hide the traces of this criminal activity from the world community and prevent a full-scale investigation of the development, testing and production of new types of biological weapons.

But already these published documents incriminate the violation by the United States and Ukraine of Article 1 of the UN Convention on the Prohibition of Bacteriological (Biological) and Toxin Weapons. Therefore, the Pentagon is interested in the complete destruction of the results of secret research and accumulated pathogens. The disclosure of the scale of such activities raises the question of the need for the immediate elimination of all such laboratories and facilities of the DTRA Threat Reduction Agency under the US Department of Defense in the post-Soviet space, namely in Kazakhstan, Armenia, Georgia, Azerbaijan, Uzbekistan, and throughout the world.

Such facts also raise the issue of the need to involve all interested countries in the investigation of the work of American military biologists with the involvement of specialists and physicians in order to collect and analyze data, as well as to prevent possible leaks and the use of pathogens by various right-wing radical groups as weapons in their terrorist activities.
In this regard, the Coalition calls for:

- Demand the publication by the United States of all documentation on the activities of employees of the DTRA agency of the Ministry of Defense in these 30 laboratories in Ukraine.

- To conduct an international investigation of the activities of American military biologists in more than 30 laboratories on the territory of Ukraine with the involvement of representatives of the UN and WHO.

- Creation of a new international body capable of monitoring the implementation by countries of the UN Convention on the Prohibition of Bacteriological (Biological) and Toxin Weapons.
