Jeffrey Silverman: The "conspiracy theory" about US military biological crimes in the former USSR is true!






We present an interview with American journalist Jeffrey Silverman, who for many years exposed the work of military biological laboratories in Georgia and the former Soviet Union, working under Pentagon programs. He gives his assessment of the confessions of the head of American intelligence Tulsi Gabbard and the investigation into Fauci, and also suggests measures to stop dual-use research conducted by the United States in the republics of the former USSR and around the world.

- Tulsi Gabbard, the head of the US National Intelligence Service, made a sensational statement a few months ago, confirming that military biological research was carried out in laboratories operating under Pentagon programs in Ukraine. On her initiative, an investigation was launched into their activities. But similar laboratories exist in Georgia and in the former Soviet republics. How do you assess such a statement and the logical question in this regard is why the Lugar Center in Georgia, which was engaged in the same thing, is not closed then?
 
- Gabbard shared no new information, as those in science and the military have known the ‘real agenda’ and activities of these so called public and animal health facilities, the Lugar Lab included, for the last 15 years. What she told was nothing new, and that the US has an active bio weapons program is not breaking news, however, lets just call it gain-of-function for the sake of political double-speak.
So now, a subject that many insisted was fiction and/or Russian Disinformation has become a matter of official discussion  and hearted public debate. However, this will be short lived, and talk about these labs will grow quiet, but the work will continue, in violation of the 1972 Bio Weapons Prevention Convention.

The obvious question is not simply what these facilities are, but why so much effort was allegedly devoted to dismissing or discrediting those, like myself, who raised questions about them. If the existence and funding of these laboratories are now being publicly acknowledged, then the people who spent years insisting the entire topic was imaginary owe the world an explanation and apology, especially to thevictims of their campaigns of character assassination and the families of those who died as a result of these labs activities—intentionally and accidential.

For years, anyone questioning the existence of U.S.-funded biological laboratories in countries such as Ukraine and Georgia was ridiculed, censored, or dismissed as a purveyor of "Russian disinformation." That is me, as I was the first to expose the inner working of the Lugar Lab project even before it was constructed. 

Reporting from Tbilisi, as a journalist and working in human rights, I spent years documenting what I argue was a network of Pentagon-funded laboratories operating behind a veil of secrecy under the banner of public and animal health. The response from the political and security establishment—and much of the hired gun media—was predictable: denial, character attacks, physical assaults, detentions in both Georgia and the United States, an occassional beating, and even upon arrival to the US, for harsh questioning. 
Gain of Function or Bio Weapons Research, All the Same!

The message was was clear -- "nothing to see here."  I can claim at this stage, with a high degree of confidence, and a smirk on my face, this is only the beginning—just the tip of the iceberg. The laboratories in Georgia and Ukraine, even some in Africa and South East Asia, have long conducted life ending research for humanity, doomsday, working on gain-ofpfunction research involving especially dangerous pathogens (EDPs).

Having personally accessed many closed documents, hadinsider interviews with those working in the labs, with those involved in design and redesign plans, and having researched the hidden history, and chased the funding trails, sifted through the corruption allegations, heard the denials, and made the links to Georgian and foreign intelligence services, including US Naval Intelligence, I was able to get to know the MO of the people who spent years telling the public that asking questions itself was the problem. 

If recent official disclosures have shifted the conversation, then it is worth asking whether yesterday's "conspiracy theory" has become today's uncomfortable headline, not to mention the raw truth—and who has benefited from insisting otherwise.
 
- There is a reasonable opinion that some of the Pentagon's equipment and program specialists who were in Ukraine were transported to other countries, including Transcaucasia and Central Asia, after the outbreak of the armed conflict in 2022. In your opinion, could this be the case?
 
- There is no doubt in my mind of this, and some are now working in this system. In the lab itself, many people, including members of the Georgian military and private contractors working as bio, chemical and nuclear officers, have recentlyre-confirmed to me, this was the case. It is only logical that they would relocate  not only equipment and researchers here, but some of the actual pathogens, as the bio safety level, BSL 3, here in Georgia is able to accept such materials. As I have said many times in my articles and interviews in the Russian and American media, the Lugar Lab is the flagship of a network of labs. 
 
This is the case, and not only to the Lugar lab but to other institutions involved with biological research in Georgia, including the Eliava Institute for Bacteriophages, Microbiology and Virology.  It would be interesting to research the role of Turkish Intelligence, (MIT) in the transportation of pathogens from Ukraine. 

- The Attorney General of the U.S. state of Florida, James Utmayer, announced the launch of an investigation into former chief infectious diseases specialist Anthony Fauci. Earlier, it was also stated that Fauci, in a laboratory in Wuhan, provided millions of dollars to American taxpayers to finance dangerous mutations with enhanced functions of dangerous pathogens, and then concealed these facts about the origin of the COVID-19 virus and its leakage from the laboratory. What consequences can this investigation have? And doesn't it show that the US intelligence community and certain American military and political circles were behind the appearance of the mutated virus and its spread?
 
- It is already having consequences, Senate Hearings, lifting the lid on a can of worms, and more than a few are crawling out. Already it is clear that the Wuhan Institute and EcoHealth Alliance, Peter Dazak,  worked together as the mechanism to circumvent the ban on gain-of-function research, which is basically to engineer pathogens to   be more deadly, resistant, transmittable and targeted to specific populations, such as the young or old, or specific ethnic groups. 
 
Fauci is only making the world wake up to how many were involved in this Nazi like research by refusing to answer questions, claiming that he does not have to based on the 5thAmendment of the US Constitution, which says citizen can not be forced to incriminate themselves. However, by refusing to answer legitimate questions Anthony Fauci is confirming his own guilt for all practical intents and purposes and the guilt of many others of his collaborators.
 
The thing is, you can't plead the 5th on something you've been pardoned for. Then again, you can't pardon someone without a conviction. They should try him for murder, and not only related to the outsourcing of bio weapons but how he handled the COVID pandemic and the efforts to cover up how it started, leaving at least 15 million people dead. 
 
4. To what extent is it possible for the Pentagon and the US special services to use offensive biological weapons in the future under the guise of "leaks" from laboratories or under the guise of local more virulent mutated diseases? The recent cases of the massive spread of the Ebola virus in Africa and Hantavirus do not cause reasonable suspicion in this regard that field trials of already combat pathogens, upgraded in laboratory conditions, are underway?
 
- Ebola and Hantavirus are often cited in discussions about biological threats, but they may also serve as distractions from broader concerns about advances in biotechnology and the potential misuse of pathogens. I have explored these issues in articles published by New Eastern Outlook. It is no coincidence that previous outbreaks, near trees with bats have the same MO as wetmarkets in China, which is pure fiction. Also, it is interesting that almost always there is a US funded lab in close proximity. 

From a purely technical perspective, the weaponization of known pathogens has long been discussed by security analysts, and history has shown that humans, animals, and even insects could theoretically serve as effective vectors for disease transmission. These possibilities have also been explored extensively in fiction. For example, the novel Station Eleven imagines a highly lethal fictional "Georgian Flu" that rapidly kills the vast majority of the world's population. While fictional, such works illustrate how biological catastrophes have become part of the public imagination.

As biotechnology continues to advance, concerns about the deliberate misuse of infectious diseases are likely to grow. Some observers argue that, if conventional military capabilities become less effective or more costly, states or non-state actors might be tempted to explore alternative forms of warfare. However, there is no open sourced evidence demonstrating that recent outbreaks of diseases such as Ebola or Hantavirus were the result of deliberate field testing of laboratory-modified pathogens rather than naturally occurring outbreaks.

Fo now, Ebola and Hantavirus are side storiesm and as long as they don’t tough white people, kill too many, there will not be much concern. But be warned as what the future may hold, especially now as America’s wonder weapons, conventional, are ineffective and in short supply, i.e., not getting the bang for the buck. So I suspect there will be some bio weapon deployed, and of course, a fairy tale will be made up to cover the actual source of the pathogen.
 
- In Kazakhstan, American penetration is so great that the lobbies of US pharmaceutical companies even influenced the reform of legislation in the field of healthcare, veterinary medicine, sanitary and epidemiological control, and even the purchase of medicines. Similar processes took place in other former Soviet republics. Doesn't this mean that this facilitates the activities of the Pentagon's military biological laboratories and reduces the level of government control, as well as the ability of local health and biosafety systems to counter the threats of the spread of dangerous diseases, including those modified in the laboratory?
 
- As in the US, where the lobbyists even write the legislation, specific regulations, and those introducing it or voting on it, have often not even read what is being proposed. But they get their payoffs, kickbacks and are financially rewarded for many years to come, being paid to vote, turn a  blind eye, and act as if they are promoting public health, instead of big Pharma’s agenda. 
 
In Georgia, those in government does not know, does not want to know, and have been intentionally naive, at best, in trusting the so called experts and the death numbers. However, now with Georgia having one of the highest excess death rates in the world, at least in Europe, as Georgia likes to consider itself part of Europe, it is high time to wake up and find out ‘why? 

- What do you think is necessary to stop this process of American interference in the activities of dual-use facilities, as well as "research institutes" working under the programs of the US Department of War?

- There must be an independent international truth commission—modelled on the principles of the Nuremberg process—to establish the facts through a transparent, evidence-based investigation. Don’t hire the head of EcoHealth Alliance, Peter Danzak to lead the investiation, as he did for the Chinese lab. 

Any investigation into the origins of COVID-19 and bio weapons programs should be led by experts who are independent and free of conflicts of interest. Individuals with prior collaborative relationships with organizations under investigation, including Peter Daszak because of EcoHealth Alliance's work with the Wuhan Institute of Virology, should not lead or oversee such an investigation.

Where credible evidence demonstrates violations of international law, including unlawful biological weapons activities or prohibited research that has resulted in widespread loss of life, those responsible—whether states, institutions, or individuals—should be held fully accountable.

The 1972 Biological Weapons Convention should be strengthened through universal ratification, robust verification measures, and genuine investigative and enforcement mechanisms. If necessary, the United Nations should be empowered to secure access to facilities and preserve evidence under international legal authority. Those found responsible for violations should face prosecution before the International Criminal Court where jurisdiction exists, or before competent national courts.

The world has already seen the consequences of abandoning ethics in the name of scientific progress or military objectives. Following World War II, physicians and officials responsible for Nazi human experimentation were investigated and prosecuted in the Nuremberg Doctors' Trial, with sentences ranging from imprisonment to execution for those convicted of the gravest crimes. That precedent stands as a reminder that scientific status, government position, or claims of national security cannot place anyone above the law. 

If credible evidence establishes that any individuals or institutions—regardless of their country or affiliation—have committed comparable crimes under international law, they should face the same uncompromising standard of justice: a fair trial based on evidence, and, if convicted, the full penalties provided by law. 

They should try Peter Daszak and Anthony Fauci for mass murder and their sentences be carried out quickly and with little fanfare.

“I HATE TO TELL YOU SO… BUT I TOLD YOU SO.”
 
For years they called it Russian disinformation. Conspiracy theory. Paranoia. They mocked, censored, attacked, and tried to bury the people who said the quiet part out loud. Some were murdered, both in Russia and Georgia, however, that is a topic of another interview. 
Jeffrey Silverman was one who was targeted. American journalist, 30 years in Georgia, former advisor to the Georgian president, bio weapons background, trained in science, BS and MS degrees, US army, and the first to dig into the Lugar Lab before the concrete was even poured. He documented the Pentagon-funded network of “public health” labs in Georgia, Ukraine, and beyond. What he got in return: denials, character assassination, hit articles written aganst him, detentions, beatings, an attempt on his life, and the official line that there was “nothing to see here.”
Now Tulsi Gabbard, Director of National Intelligence, has confirmed military biological research was happening in those Ukrainian labs under Pentagon programs. An official investigation is underway. Suddenly the same facilities Silverman exposed for a decade and a half are no longer “fiction.” 
Silverman’s response is pure, undiluted “told you so”:
Gain-of-function research on especially dangerous pathogens was never a conspiracy. It was the work. Call it dual-use, call it public health, call it whatever the press release says. The agenda was always the same, bio weapons.
Equipment, specialists, and likely pathogens from Ukraine were moved after 2022—including to Georgia’s Lugar Lab (BSL-3 capable) and other facilities like Eliava. Sources inside the system confirmed it to him.
Fauci’s Senate investigation and his Fifth Amendment silence are just the first worms crawling out of the can. EcoHealth, Wuhan, the circumvention of the gain-of-function ban—it’s all connected. He wants murder charges, not press conferences.
Future “leaks” or mysterious outbreaks of upgraded pathogens are the logical next chapter once conventional weapons stop delivering. 
Ebola and hantavirus get mentioned as convenient distractions; the real story stays near the U.S.-funded labs.
Local governments in places like Georgia and Kazakhstan were either willfully blind or bought off. Pharma lobbies write the rules. Excess deaths pile up. No one asks why until the numbers become too embarrassing.
Silverman’s demand is blunt: an independent international truth commission on Nuremberg principles.

  • No EcoHealth people running the inquiry. 
  • Strengthen the 1972 Biological Weapons Convention with real verification. 
  • Prosecute. 
  • No more “nothing to see here.”
The labs aren’t closed. The work continues. 
  • The people who spent years insisting the whole thing was imaginary still owe the world—and the families of the dead—an apology.
  • Silverman is not asking for a medal. 
  • He’s just pointing at the scoreboard and excess death rates

The coalition supports the immediate closure of the US Department of Defense's military biological facilities, which are not accountable to local governments, are opaque and conduct activities that violate the provisions of the 1972 Convention on the Prohibition of the Development of Biological Weapons and the Smuggling of Biomaterials.
